Gilbert Matias is the Founder and Principal Consultant of Matias Safety Consulting (MSC), where he helps organizations create unfair advantages through safety, leadership, and risk intelligence. His presentations are known for challenging traditional thinking, connecting with people on a human level, and delivering practical ideas that audiences can immediately put into action. Glenn Thomas is the Owner and Principal Consultant of Full Spectrum Safety Consulting (FSSC), where he helps organizations strengthen safety, reduce risk, improve regulatory compliance, and build resilient emergency preparedness programs. He partners with businesses across healthcare, senior living, commercial, industrial, and other high-risk industries to develop practical, sustainable solutions that protect people, operations, and organizational continuity.

With more than 30 years of experience in safety, risk management, emergency medical services (EMS), and the fire service, Glenn brings a rare combination of frontline emergency response experience and executive leadership. His expertise spans OSHA compliance, workplace safety, workers' compensation and injury prevention, life safety, emergency preparedness, business continuity, fire protection systems, crisis management, and organizational resilience.

Known for translating complex regulations into practical, actionable strategies, Glenn works closely with organizations to prepare for inspections, strengthen emergency response capabilities, reduce operational risk, and improve overall safety performance. Dr. Ali is Clinical Director of the First Responder Institute at Institutes of Health, where he specializes in the treatment of complex PTSD. In addition to treating patients, he is engaged in the Institute's clinical transdisciplinary community, facilitating team meetings, program-related development, supervising pre-licensed clinicians, assessing proper diagnoses of patients, leading individual and group treatment and outdoor exposure planning. Dr. Ali is certified in the trauma modality Cognitive Processing Therapy (CPT). Moreover, he is fully trained and utilizes other evidence-based trauma modalities, including Prolonged Exposure (PE) and Eye Movement Desensitization and Reprocessing (EMDR). Prior to IOH, Dr. Ali was a postdoctoral resident at the San Diego VA in the residential PTSD clinic, Aspire Center. Dr. Ali has extensive experience working in hospital settings focusing on PTSD, chronic pain and substance use. Dr. Ali has several publications, including co-authoring a book chapter on treating the comorbidity of psychiatric disorders and chronic pain.

Ray Cheung is the founder of Climate Safety Center, which helps employers reduce worker health risks from extreme heat and wildfire smoke. He focuses on practical safety communication and training that support preparedness, documentation, and claim prevention. Ray works with employers and insurers to reduce environmental risk, improve safety outcomes, and strengthen workers’ compensation performance.

With nearly a decade of experience in the insurance and claims management industry, Rocio Luna, CRIS, has established herself as a trusted advisor specializing in workers' compensation, risk management, and insurance solutions. Currently serving as a Client Adviser at Acrisure LLC and the owner of Rocio Insurance Services, Rocio has a proven track record of helping businesses navigate complex insurance policies, ensuring compliance, and mitigating risks. She began her career as a claims assistant in 2016 and spent seven years as a claims manager, gaining extensive experience in navigating workers' compensation claims. Witnessing the common pitfalls in claims handling, Rocio developed a strong passion for risk management. She understands its critical role in protecting employers and the significant impact poor risk management can have on premiums.

Dr. Shelby Moreira is a Forensic and Behavioral Pain & Trauma Medicine Specialist who works at the intersection of the 4 epidemics in the workers’ compensation system: Chronic Pain, PTSD, Brain Injury and prescription drug abuse. As part of an advanced transdisciplinary clinical team, she works in an evidence-based space that focuses on systematically reversing the common disabling trajectories of medical syndromes that have been resistant to, or failed prior medical care, and which contributes to over 80% of the cost of the work comp system. Prior to joining Institutes of Health, Dr. Moreira worked as a trauma therapist at Rady Children’s Hospital, as well as having worked as a Clinical Psychologist in the California State Prison System where she primarily focused on forensic, diagnostic, cognitive, neuro assessment and treatment. Her doctoral research explored the important differences in neurocognitive capacities of adult offenders versus juvenile/young adult offenders.

Mr. Kolacz is a Commercial Insurance Broker with HUB International with two decades of experience in the Commercial insurance landscape. Servicing clients across the USA and also internationally, Mr. Kolacz brings the ability to create an insurance program that is a growth center and not just a cost center. By looking at his clients, and potential clients, holistically, he and his team are able to design the insurances to exceed the needs of the clients customers.

Dr. Vianney Luis-Quero specializes in the interdisciplinary treatment of sleep disorders, PTSD, chronic pain, and brain injuries. She is the Director of the IOH Sleep Clinic and is part of the accreditation committee of the Society of Behavioral Sleep Medicine. She is a clinical psychologist with advanced practicum training in Neuropsychology from the University of California, San Diego Medical Center. At UCSD she was engaged in brain mapping of surgical candidates, as well as conducting comprehensive neuropsychological evaluations of patients impacted by traumatic brain injuries, concussions, and memory disorders. She provides clinical supervision to psychologists in training and as a bilingual/cross-cultural supervising clinician, she has extensive experience treating individuals from many backgrounds and professions experiencing abuse, trauma, depression, and anxiety. In addition to her involvement in forensics and occupational health, Dr. Luis-Quero treats first responders, frontline healthcare workers and is part of the clinical team treating post-acute COVID.
